I can't tell you the cheapest, but I have seen quite a few boats return with some very nice catches or Halibut in Seward.
Also, Seward is really not that far from Anchorage. I would suggest either contact the chamber of commerce in Seward, and either call them or contact by e-mail for their idea's on which charter might be best.
From our visits I found that most are around the same price with very little price cutting among dealers.
 Good luck and good fishing.

How did you get to Alaska?! Why not go home the same way you got there.
You could also take a boat to the main land and then Amtrak or Greyhound.

If you leave in the summer months, you can take a cruise ship from Anchorage or Whittier. They land in either Vancouver B.C. or Seattle. If Vancouver, you have the option of purchasing a ticket on cruise chartered buses that'll take you to Seattle. Remember, the price includes fuel (outragous these days), food, and the room - generally for 7 days.
If at the end of summer, one way RV companies allow you to take it them from Alaska to Washington. I'm not sure if you don't drive because you don't have a license, or it's just that you don't have a car. If the latter, this may serve you well. Though, the gas will kill you.
The cheapest way home is to fly on a commerical airlines. It's fast and there are direct flights from Anchorage to Seattle.
You could use your thumb. Big rig trucks travel the Alcan Highway year round. Maybe one of them would enjoy your company. It's a long drive.

Hope this helps!

I make 'poor mans lobster' by boiling halibuthttp://www.kasilofseafoods.com/Seafood-R…
Never heard of monkfish before, and couldn't find anything about it in the state fishing regulations. But have lots of halibut and that is what we have always used.
